You have a 4-prong receptacle with only 3 wires connected. The dryer plug/cord is also 4-wire separately connected for each hot, neutral and ground. What I would do is not legal nor would any licensed electrician do it. You're going to have to have the circuit redone to make it a true 4-wire 120/240v circuit. You need to start a new thread.
If it's a recent 240v/30a dryer (i.e. made in last few decades) you can find 4-prong dryer cords in hardware or appliance stores. Unplug the dryer, remove the existing cord, and attach new one correctly including the ground wire to ground screw on dryer. Installation manual for dryer should have directions.
